West London FQP Freight Initiatives in 2009-10

The 2009/10 freight proposals and funding allocation is summarised below:

Local Freight Forums

The WLFQP with the support of West London Boroughs have set up local freight forums at North Feltham Trading Estate and Uxbridge Industrial Estate. The Park Royal Freight Forum will be set up with the support of Park Royal Partnership at the end of 2009. Businesses at Victoria Road Industrial Estate and Perivale Industrial Estate have requested that local freight forums be set up to help improve goods vehicle routing, safety and security on the estates.


Monitoring of effectiveness of freight improvement measures in North Feltham Trading Estate (follow-up from 2008/09)

The WLFQP is consulting businesses and goods vehicle drivers to gauge the effectiveness of the freight improvements that were implemented in the estate in 2008/09 and to identify if further improvements are required. This work meets the objectives of the NFTE freight forum to improve the well-bring of the estate and to improve channels of communication between the authorities and businesses in the estate. Monitoring of effectiveness of freight improvement measures in Heathrow/Hayes/Harlington IBA (follow-up from 2008/09)

The WLFQP is consulting businesses and goods vehicle drivers to gauge the effectiveness of the freight improvements that were implemented in the estate in 2008/09 and to identify if more needs to be done. This work meets the objectives of the Partnership to improve the well-bring of the estate and to improve channels of communication between the authorities and businesses in the estate. Implementing recommendations in Wembley Industrial Estate (follow-up from 08/09)

The WLFQP is working with LB Brent to implement directional signage and road name plate improvements that were identified in the WLFQP funded study in 2008/09. Implementation and monitoring the effectiveness of freight improvement measures in South Ruislip (follow-up from 08/09)

The WLFQP is working with LB Hillingdon to improve directional signage for freight vehicles travelling through South Ruislip and/or to the industrial areas off Victoria Road. This work follows consultation with residents in South Ruislip. Businesses that were consulted have expressed interest in the formation of a local freight forum. Goods vehicle routing review study in Harrow

LB Harrow have commissioned a study funded by the WLFQP to review the problem of HGVs travelling through local roads such as Headstone Lane etc. in the Borough. The study will produce recommendations on HGV routes and the appropriate strategies to help keep HGVs on suitable roads. Freight Audit Study in Perivale Industrial Estate

LB Ealing have commissioned a study funded by the WLFQP to help the Borough gain a better understanding of freight activity that takes place within the industrial estate and to identify measures that could improve the efficiency and safety of freight operations within the estate. The study will enable to Borough to understand freight operation within the estate and its wider impacts and Identify opportunities for improving the efficiency of freight operations through improved signage and delivery and servicing plans. Monitoring of Improvements for Loading/unloading in Ealing town centre (follow-up from 2008/09)

LB Ealing have introduced new loading bays in Ealing town centre following a detailed loading and unloading study that was funded by the WLFQP. The scope of works involves monitoring of use of the loading bay improvements and consultation with businesses and goods vehicle drivers to gauge the benefits and use of the improvements for loading and unloading. Support to Business Premises on implementing Delivery and Servicing Plans and monitoring their effectiveness on North End Road (follow-up from 2008/09)

The WLFQP is working with LB Hammersmith and Fulham to provide support to businesses on implementing delivery and servicing plans (DSP) as a follow-up to actions that was undertaken in 2008/09. The works includes the monitoring the effectiveness of DSPs that have been implemented by selected stores on North End Road. Loading Bay Improvements Implementation on Wembley High Road (follow-up from 2008/09)

Undertake further GV accident research and implement actions in West London to reduce GV collisions (follow-up from 2008/09)

The WLFQP is funding further research and to implement supporting actions to reduce collisions and KSI incidents involving goods vehicles which have been identified in the draft “Review of Goods Vehicle Collision Data in West London” produced by the WLFQP. Key actions include a review of collisions in the Uxbridge Road corridor between Shepherds Bush and West Ealing, improvements to reduce collisions that take place in town centres during dark periods and actions to improve the training of motorcyclists, in particular moped riders. Piloting the use of rickshaws for transporting goods Hammersmith Town Centre (follow-up from 2008/09)

The WLFQP is working with LB Hammersmith and Fulham to pilot a freight cycle scheme serving local businesses in the Borough and surrounding areas. Pilot night-time deliveries in selected food retail superstores

The WLFQP is working with Tesco to to plan and to implement measures that will enable the store to take night-time deliveries and collections at selected stores. This includes supporting the Borough undertake the necessary consultation and pre and post scheme monitoring work that may be required. No store has yet to be identified at this stage. Review of bridge strikes by GVs in West London and to identify common solutions for WL (follow-up from 2008/09)

The WLFQP is working with West London Boroughs to develop a West London bridge strike map and review measures that are implemented to advise GV drivers of low bridges across West London. West London Anti-flytipping Support Actions (follow-up from 2008/09)

The WLFQP is working with LB Hounslow to identify the costs of clearing commercial fly-tipping in West London. This includes identifying resource and funding support that West London Boroughs require. For more information contact Graham Waite on graham@westlondonfqp.com


Implementing parcel delivery and collection facility at Hounslow Civic Centre (follow-up from 2008/09)

The WLFQP is working with LB Hounslow to progress with a pilot implementation of a parcel delivery and collection centre at the Borough Civic Offices. The facility will involve the installing lockers and developing the network infrastructure to enable recipients to receive notices that their parcels have arrives. Providing Construction Logistics Plan support to West London Boroughs including promoting the Construction Logistics Toolkit Use

The WLFQP is working hand in hand with TfL to provide support to West London Development Control Officers in promoting Construction Logistics Plans (CLPs) to reduce the impacts of freight vehicles serving construction sites.
